Studies show police practices can inadvertently help spread blood-borne diseases like HIV. That appears to be the case in Tijuana, where police have traditionally confiscated syringes from drug addicts, and even scared addicts away from needle exchanges. UC San Diego has launched a special training program for Tijuana police. KPBS Health Reporter Kenny Goldberg says the goal is to improve occupational safety and help curb the epidemic.
